PREFACE
The purpose of this act is to improve the road safety regulations to an acceptable level and clearing issues with unlawful enforcement of speed limits that haven't been legally made a law in the Totalitarian State of San Andreas.

SEC. 1. EXTENDED PURPOSE EXPLANATION
One of the major issues in the country has been road safety, mainly due to the lacking of any specific regulations that could be properly enforced by the law enforcement officers. At the moment, there are no legally enacted speed limits and no safety regulations and that is causing major issues, one of them being large amount of traffic accidents.

SEC. 2. REGULATIONS
The following regulations will be put into action with the enaction of this act. If the law of San Andreas already has any of the regulations specified below, then the regulations will be replaced with those that are in the act, fully.

SEC. 2A. SEATBELTS
The use of seatbelts will be mandatory in all motor vehicles traversing the roads of San Andreas. Seatbelts must be used by all passengers of the vehicle, including the driver. Exceptions may be made due to a medical condition of one of the passengers, such as a severe injury that requires immediate treatment, in that situation, it is the discretion of the law enforcement officer (definition - a government employee with the legal authority to order a vehicle to stop and perform a check on the drivers' and passengers' documents and possessions) to decide whenever the regulation should be enforced.

Drivers and passengers of motorcycles and other 2 wheeled vehicles, as well as quads and ATVs are required to use a helmet, instead of a seatbelt.

The punishment for not wearing a seatbelt while manning (the vehicle must have moved by itself at any point, with the LEO witnessing it, a parked vehicle does not require passengers to wear the seatbelt) a motor vehicle should be a $1,000 - $5,000 misdemeanor ticket, which will be issued by the handling law enforcement officer, with his discretion, that means that a verbal warning may be issued instead as well.

SEC. 2B. HEADLIGHTS
The use of headlights for all motor vehicles (see definition at SEC. 2A.) is mandatory regardless of the time of the day or weather conditions. This regulation does not apply if there is a valid excuse for not having the headlights working, example - them being damaged or similar. It is at the law enforcement officer's discretion whenever to accept the excuse or not, but fair judgement must be taken into consideration.

The punishment for not having headlights in use in a motor vehicle that was driving on any type of a public road should be a $1,000 - $5,000 misdemeanor ticket, which will be issued by the law enforcement officer, with his discretion, that means that a verbal warning may be issued instead as well.

SEC. 2C. SPEED LIMITS
The speed limits are defined by the type of the road and area/city that the motor vehicle is traversing.

Highway 89 (in all parts of it) - 65 MPH

Los Santos
Normal roads - 65 MPH
Highways - 90 MPH

San Fierro
Normal roads (inner city) - 65 MPH
Highways - 90 MPH

County
County Towns - 65 MPH
Normal Roads (out of towns) - 70 MPH
Highways - 97 MPH

SEC. 2D. PASSENGERS PER VEHICLE
No vehicle may have more passengers than it has amount of seats. Any riding in the trunk or at the back of a large truck will be considered against general safety regulations and reckless endangerment.

The only exception to this regulation is when a permit is given by a high-ranked Government or Law Enforcement official (defining - exception given by the local Senator, Vice President, President, local Chief of Police) in the case of a large scale event where the safety of all participants is ensured and additional passengers may be allowed.

In the case of additional passengers with a permit, the vehicle must not exceed the speed of 40 MPH on a highway (4 lane with 2 directions) and 30 MPH on any other road.

The punishment for breaking this regulation will be a misdemeanor ticket of $5,000 - $15,000 and possible impounding of the vehicle, depending on the severity of the offense. It is at the discretion of the law enforcement officer to decide whenever impounding is required or not.

SEC. 2E. SIDE ACTIVITIES
The driver of the vehicle, while driving his motor vehicle, is not allowed to perform side activities that would draw his attention from the road. That is defined as - using a cellphone, eating or drinking while driving.

Anyone wishing to do any of those side activities must pull over to the side of the road or an appropriate parking location and only then perform activities.

The punishment for breaking this regulation will be a misdemeanor ticket of $500 - $2,000 or a verbal warning, at the law enforcement officer's discretion.

SEC. 2F. CROSSWALKS
All non-emergency (defining - an emergency vehicle would be a law enforcement or government vehicle with lights & sirens on, all others are non-emergency) motor vehicles are required to stop at crosswalks (defining - double white lane with space between them in the middle) for the minimum of 3 seconds and the driver must look towards all road directions to make sure that no vehicles are approaching.

This regulation is to be enforced only within the city limits of San Fierro and Los Santos.

The punishment for breaking this regulation will be a misdemeanor ticket of $1,000 - $5,000 and any additional punishments that might occur if the driver was involved in a traffic accident directly after disobeying this regulation, thus being responsible for it.

SEC. 2G. YIELDING TO EMERGENCY VEHICLES
All non-emergency vehicles must yield to emergency vehicles (if sirens & lights are visible, may be only lights as well, but in that case a proper warning over the megaphone of the presence of the vehicle, if it's behind, must be given) if the circumstances allow it (may drive a bit forward and then yield if the right side of the road cannot be pulled over etc., but slowing down and moving more to the right is required).

The punishment for breaking this regulation will be a misdemeanor ticket of $1,000 - $10,000, depending on the consequences that a slower response from emergency services caused. If proper warnings were given on the megaphone to clear the road, then "failure to comply" and "failure to yield" charges are automatically committed by the non-emergency vehicle driver and he may be arrested.

SEC. 3. POSSESSION OF LICENSES AND DOCUMENTS
It is a requirement for the driver of a motor vehicle to immediately provide his identification (personal documents, ID card, passport) and driver's license if requested by a law enforcement officer. Absence of the identification is permitted, but absence of the driver's license will be considered "driving without a valid license" felony and must result in an immediate arrest or a large fine ($5,000 - $20,000) and the impounding of the vehicle.

The same law applies to the pilots of aircraft and drivers of boats. In the case of absence of the appropriate license for the activity, an immediate arrest must take place and the vehicle must be confiscated, without any possibility for getting a fine either due to the risk of piloting an aircraft without the proper training or knowledge.

SEC. 4. ENFORCEMENT
All sections and regulations of this act must be enforced by the citizens law enforcement agencies of San Andreas. Law Enforcement may breach SEC. 2C. when their duty requires them to do so.
