The Use, Growing and Trade of Narcotics (UGN)
Act of March, 2015

PREFACE
The purpose of this act is to set valid laws on the enforcement of pot & crack possession limits, as well as ensure that citizens do have legal methods of obtaining the legal "pot" narcotic and set various other regulations.

SEC. I. POSSESSION LIMITATIONS
The act puts the following carrying limitations on narcotics widely spread through the Totalitarian State of San Andreas.

Pot - 30 grams.
Crack - Illegal
Heroin - Illegal
Breach of this law is to result in confiscation of all narcotics in possession and an appropriate prison sentence handed out. If any crimes are committed while the person is under the influence of drugs, a higher sentence must be issued.

SEC. II. GROWING OF NARCOTICS
In order to ensure that citizens of the Totalitarian State of San Andreas have legal ways to obtain legal narcotics, it is to be hereby allowed to grow pot in private property that belongs to the citizen growing it. The grower may only grow two plants at one single time.

In the case of a justified police raid with a warrant, all of the plants must be confiscated on the grounds of the owner being too unstable to be allowed to use narcotics. They may not be confiscated under any other circumstances, unless they are violating someone's property or if they are spotted on public property.

The crack narcotic may not be grown regardless of any circumstances.

The heroin narcotic may not be grown regardless of any circumstances, any possession of materials required for the crafting of this narcotic (opium) is to be deemed illegal.

SEC. III. SALE OF NARCOTICS
All sale of narcotics are strictly banned regardless of the type of the narcotic. All public advertisements relating to sales of those narcotics is a FCC violation, enforced by the Federal Bureau of Investigations.

Trading of "pot" narcotics without requesting monetary or any other material object/item in return is hereby allowed, but may be done only on private property where such trade is permitted by the owner of the property.

"Crack" or "heroin" substances may not be traded, sold or possessed in the first place.

Any trading or sales of narcotics in public property (ex. Market Mall) is strictly disallowed and the participants are to be charged with "Narcotics trafficking in a public location".

SEC. IV. DISCIPLINARY TERMS
Any controlled substances can be confiscated if the person in question has committed a felony and is to be processed at a Correctional Facility.

SEC. V. LAW ENFORCEMENT AGENCIES/MEMBERS OF GOVERNMENT
Under no circumstances can any controlled substance (legal or illegal) be carried by any law enforcement agency or member of the government, whether on or off duty. If a law enforcement officer/member of government is to be found carrying any controlled substance will be relieved from their duties and will serve prison time like any other citizen. If a law enforcement officer/member of government is to be found with pot on them, they are to be charged with "Possession of Pot whilst being a LEO" (for law enforcement officers) or "Possession of Pot whilst being a MoG" (for members of government).

SEC. VI. ENFORCEMENT
The act is to be enforced from the moment of its passing by the signing by President of San Andreas. This act replaces any previous laws or regulations that have been in place regarding the regulations specified.
